Application Details
You should apply for a Ship Station Operator’s Certificate of Competency if you wish to operate all the sub-systems and equipment of Global Maritime Distress and Safety Systems on board a Singapore registered ship:
- General Operator’s Certificate (GOC)
- Restricted Operator’s Certificate (ROC)
You require a General Operator's Certificate of Competency (GOC) if you intend to operate maritime radio-communication equipment (such as the Global Maritime Distress and Safety Systems (GMDSS)) installed on board a Singapore registered ship, and within and outside of Sea Area A1

You require a Restricted Operator's Certificate of Competency (ROC) if you intend to operate maritime radio-communication equipment (such as the Global Maritime Distress and Safety Systems (GMDSS)) installed on board a Singapore registered ship, and ONLY within Sea Area A1
